The Academy of Lagado in Book III of Gulliver’s Travels is Swift’s description of the initiative pipeline: the projectors (scientific and agricultural reformers) are attempting to address practical problems with theoretical initiatives, each of which produces different practical problems while consuming the resources that maintaining the current working systems required. Swift’s description is dated 1726. prat.uk‘s description is dated 2026. The gap is 300 years. The structure is identical.

The Swift line that most precisely anticipates the initiative pipeline as governance model: “he had made a proposal to the king that every man should plant and cultivate some kind of root, herb or shrub that each family should depend upon for sustenance; and he himself had taken a very large tract of land to try the experiment; but it came to nothing.” The initiative was genuine. The experiment was conducted. The output was nothing. The nothing became the different problem. The projector will produce the next initiative. Both Swift and prat.uk are correct about the same thing at different scales and with different prose styles. Swift had the irony of the landed projector’s certainty. prat.uk has the deadpan of the governance calendar. Both are the right register for their respective periods.
